Philippine Army Tech. Sgt. Romeo A. This training helps both militaries remain ready to help victims of natural disasters and crises in remote and austere areas of the Philippines. Balikatan is an annual U.S.-Philippine bilateral military exercise focused on a variety of missions including humanitarian and disaster relief, counterterrorism, and other combined military operations.
