Staff Sgt. Lahela Sylva-Kanagusuku and Staff Sgt. Rowell Gala members of the Hawaii National Guard’s CERFP team review collapsed structure shoring for members of the Armed Forces of the Philippines during the Urban Search and Rescue Subject Matter Expert Exchange for Balikatan 2016, April 08, 2016, Camp Capinpin, Philippines. The Hawaii National Guard CERF-P team is supporting Balikatian 2016 through the National Guard State Partnership Program with the aim of building capability across the disaster response forces of both countries. Balikatan, which means "shoulder to shoulder" in Filipino, is an annual bilateral training exercise aimed at improving the ability of Philippine and U.S. military forces to work together during planning, contingency and humanitarian assistance and disaster relief operations.
