U.S. and Armed Forces of the Philippines (AFP) service members meet with Aklan Governor Florencio T. Miraflores to enhance community relations and discuss humanitarian assistance and disaster relief (HA/DR) capabilities during Exercise Balikatan 2016, March 31, 2016. Communication between community leaders, government agencies, AFP and U.S. forces increases ability to assist local governments in HA/DR situations. Balikatan, which means "shoulder to shoulder" in Filipino, is an annual bilateral training exercise aimed at improving the ability of Philippine and U.S. military forces to work together during planning, contingency and humanitarian assistance and disaster relief operations.
