U.S. Army Capt. Jesse Kittel, psychological operations officer with the 324th Tactical Psychological Operations Company, 7th Psychological Operations Group, hands out flyers that provide information on the dedication ceremony for a newly built classroom at the Sabang Elementary School to civilians in Puerto Princesa, Philippines, to promote humanitarian civic assistance projects during exercise Balikatan 2015, April 24. The soldiers walked door to door to ensure that the local civilian populace was properly informed on the date and times for the ceremony. This year marks the 31st iteration of the exercise, which is an annual Philippine-U.S. military bilateral training exercise and humanitarian civic assistance engagement.
