Brig. Gen. Frederick M. Padilla, exercise director for U.S. forces, and Philippine Navy Rear Adm. Victor Emmanuel C. Martir, exercise director for the Armed Forces of the Philippines, prepare to unfurl the Balikatan flag during the opening ceremony April 16 at Camp Aguinaldo, Philippines. Balikatan, a Filipino word meaning “shoulder-to-shoulder,” is an annual bilateral exercise on its 28th iteration and the third humanitarian assistance/disaster relief focused exercise between the two nations.
